Jesse Downs
Jesse is the Chief Operating Officer of aLocal Solutions, bringing extensive experience in economic development, market research, and strategic planning. She serves on the Economic Development Council for Pacific County, Washington, and the Board of North American Traditional Indigenous Food Systems (NATIFS), a national nonprofit dedicated to revitalizing Native foodways and addressing economic and health disparities in Native communities.
Previously, Jesse was the COO of Willapa Bay Enterprises, the Section 17 Tribal Enterprise of the Shoalwater Bay Tribe, where she led business expansion efforts and significant increases in profits. Before that, as the Tribe’s Administrator, she led the team that secured significant grant funding for village relocation and led the emergency operations team and the administration through the COVID pandemic. Jesse’s career also includes over a decade in executive roles in international real estate, private equity, and investment advisory, where she managed multi-billion-dollar projects in emerging markets, particularly in the Middle East.
She is an enrolled member of the Shoalwater Bay Indian Tribe and holds an MPA in Tribal Governance from The Evergreen State College, an MA in Sociology from the American University of Beirut, and a BA in Economics from Harvard University.
