LAWTON, Okla. – The Tribal Leadership Council (TLC) Board of Directors proudly congratulates Jesse Downs, MPA, on being named Chief Executive Officer of the Cowlitz Economic Authority (CEA). Downs currently serves as a Board Member for the Tribal Leadership Council, where she has contributed to advancing initiatives focused on tribal governance, leadership, and enterprise development across Indian Country.
The Cowlitz Economic Authority, the business arm of the Cowlitz Indian Tribe, is responsible for overseeing and managing the Tribe’s diverse economic ventures and strategic growth initiatives. As CEO, Downs will lead efforts to strengthen and expand the Tribe’s economic portfolio, creating sustainable opportunities that benefit Cowlitz citizens and the surrounding community.

Downs holds a Master of Public Administration (MPA) and has a distinguished background in Tribal government operations, policy, and economic development. Her appointment as CEO marks another milestone in a career dedicated to strengthening tribal sovereignty and community prosperity.
